In 2018, Charles Kable Jr at the FBI, signed an illegal agreement with the government of Croatia. No one at the FBI has the authority to negotiate or sign treaties and agreements with foreign governments.

ZAGREB, September 1, 2018 – Minister of the Interior Davor Božinović and the director of the FBI’s Terrorist Screening Centre Charles Kable on Friday signed a memorandum of understanding whereby Croatia will gain access to the US Terrorist Screening Database, which contains data on all persons who may be linked to terrorism.
The Ministry of the Interior said that the memorandum, signed in Dubrovnik, would step up cooperation between Croatian institutions and the US agency. Kable said that, based on the document, Croatia’s Ministry of the Interior and the Terrorist Screening Centre would share information with the aim of preventing terrorist attacks, including information on transnational organised crime and other serious types of crime. The Croatian ministry recalled that the document signed today built on its strategic partnership and increasingly strong institutional cooperation with the USA, agreed during the minister’s visit to the US early this year and confirmed by a return visit by US Attorney General Jeff Sessions in late May. The cooperation is primarily aimed at preventing and fighting serious crimes, terrorism, people and drug smuggling and corruption and organised crime, the ministry said.
The Constitution makes two of the president’s foreign affairs powers—making treaties and appointing diplomats—dependent on Senate approval. The president’s authority in foreign affairs, as in all areas, is rooted in Article II of the Constitution. The charter grants the President the powers to make treaties and appoint ambassadors with the advice and consent of the Senate (Treaties require approval of two-thirds of senators present. Appointments require consent of a simple majority.)
Treaties—which the Supreme Court traditionally defines as pacts among sovereign countries.
See, e.g., Lozano v. Montoya Alvarez, 572 U.S. 1, 11, (2014) ( “[T]reaties . . . are primarily ‘compact[s] between independent nations[.]’” ) (first set of brackets in original) (quoting Medellín v. Texas, 552 U.S. 491, 505 (2008)); Altman & Co. v. United States, 224 U.S. 583, 600 (1912) ( “Generally, a treaty is defined as ‘a compact made between two or more independent nations, with a view to the public welfare.’” ) (citation omitted)); Whitney v. Robertson, 124 U.S. 190, 194 (1888) ( “A treaty is primarily a contract between two or more independent nations, and is so regarded by writers on public law.” ); Head Money Cases (Edye v. Robertson), 112 U.S. 580, 598 (1884) ( “A treaty is primarily a compact between independent nations.” ). Although sovereign nations are the primary subject of treaties, in modern practice, other entities, such as international organizations, occasionally have joined treaties. Charles Kable Jr was the Director of the Terrorist Screening Center. Two weeks after we filed a lawsuit against him, he quit the FBI. He retired. What a coincidence? He moved after quitting the FBI.
But He didn't move far from his previous address..
There are so many TI's that are victims of this man's efforts since 2017.
