Civilian Registry.In 2024, Targeted Justice introduced an initiative to create and maintain Civilian Registry of patients diagnosed with "Havana Syndrome", correctly called NKBI (Non-Kinetic Brain Injury).
As of October, 2024, as many as 26 civilians have been given the diagnosis of "Havana Syndrome" by Medical Doctors in the USA. One civilian has been on disability due to "Havana Syndrome" since 2023. If you are a medically diagnosed civilian and would like to be listed in the Civilian Registry, please contact [email protected] The goal of this Registry is to raise awareness about civilians injured by neuroweapons and neurotechnology, and to force civilian Health Agencies such as CDC, NIH, FDA, and EPA to acknowledge it, as they do for Federal Employees. This would also pave the way to forcing Law Enforcement Agencies like the FBI to investigate civilian domestic cases, and to inform Congress about this growing public health issue, and to produce bills necessary for our protection. Medical Diagnosis.What colloquially called"Havana Syndrome" is in fact a Non-Kinetic Brain Injury (NKBI). Although not in the current Classification of Disease, efforts are in the way to include this in the next classification, ICD-11. NKBI was also formally called Acquired Neurosensory Dysfunction by Dr. Michael Hoffer of the University of Miami.

Antipsychiatry.org StopShrinks.org Cuban Diplomats. Starting in late 2016 and into the most of 2017, diplomats in Cuba suffered hearing loss, vestibular dysfunction and brain damage after hearing strange loud metallic sounds. These 25 patients were evaluated at the University of Miami, and later, at the University of Pennsylvania. They formed the Havana Cohort of the "Havana Syndrome". These patients were thoroughly examined and diagnosed, thus allowing medical professionals to define diagnostic criteria for this type of brain injury. To this date, the diagnosis of these 25 patients has not been questioned, even by the CIA that has been trying to sweep these cases under the rug. More cases were reported and diagnosed internationally and domestically. As of July 2024, there were 367 federal employees and their families listed in the AHI* Registry maintained by the US Government, including 15 children and domestic cases. (GOA Report. Mental Health Laws. The Florida Mental Health Act of 1971 (Florida Statute 394.451-394.47891 known as the "Baker Act," allows the involuntary institutionalization and examination of an individual. This is sometimes called emergency or involuntary commitment. It can be initiated by judges, law enforcement officials, physicians, or mental health professionals. There must be evidence that the person: - possibly has a mental illness (as defined in the Baker Act). - is a harm to self, harm to others, or self neglectful (as defined in the Baker Act). Laura's Law is a California state law that allows for court-ordered assisted outpatient treatment. To qualify for the program, the person must have a serious mental illness plus a recent history of psychiatric hospitalizations, jailings or acts, threats or attempts of serious violent behavior towards [self] or others.
