A BILL TO BE ENTITLED
1 AN ACT
2 relating to the Havana Act of 2021 passed by the U.S. Congress.
3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

5 This Act recognizes the duty of the Texas Legislature to protect persons in Texas, further recognizes
6 the Havana Act of 2021, and extends it to persons and civilians in Texas. This Act requests that
7 medical insurance companies, hospitals, doctors, and clinics treat “Havana Syndrome” as an actual
8 and serious illness, with the possibility of disability claims if severe symptoms exist.
9 Symptoms have been described by numerous medical doctors, and may include, but are not limited
10 to: Headaches, Tinnitus, Dizziness, Nausea, Confusion, Disorientation, Difficulty concentrating,
11 Memory problems, Light sensitivity, and Insomnia.
12 This Act requests that medical doctors assess patient complaints, without assuming that the
13 patient may have psychiatric or psychological issues. This Act supercedes any limitations
14 set by the U.S. Congress, and does not limit such review to the Central Intelligence Agency (CIA).
15 Medical Doctors are requested to use the best available methods to ascertain and diagnose such
16 patient complaints and to provide anonymous patient data to the State Medical Board for
17 compilation. Such data is to be made available under Freedom of Information Act (FOIA)
18 requests, without redaction or restriction.
