Figure 1. Schriever Space Force Base (renamed in 2020) near Colorado Springs, is home to 8,000+ employees, including military and civilians. The Base was constructed in 1983 - 1985, and originally named Falcon Air Station.
Schriever Base is a Deep Underground Military Base (DUMB), approximately 1,200 feet underground. There are a few buildings on the surface, but nothing that conveys the presence of thousands of employees. The parking lots are mostly empty - implying that most employees arrive to work through the underground tunnel network.

The North parking area specifically states, that the parking is for the portal. Note Lockheed offices on Schriever Base. Lockheed builds the GPS 3 tracking satellites that are used to track everyone in the United States.

1. Outer Space Treaty (1967) -

No weapons of Mass Destruction allowed in space.
A) One Vircator weapon can kill hundreds of people every minute.

ARTICLE 2 "A launching State shall be absolutely liable to pay compensation for damage caused by its space object on the surface of the Earth..."

"A State which suffers damage, or whose natural or juridical persons suffer damage, may present to a launching State a claim for compensation for such damage."
Foreign citizens may sue the United States government under these International Treaties, and under the Alien Tort Statute, which was enacted by the first U.S. Congress in 1789.

U.S. Military crimes
Every commanding officer of the USAF & US Space Force has a sworn oath to the U.S. Constitution, and to the International Treaties that are signed. It is to “preserve, protect, and defend the Constitution of the United States against all enemies, foreign and domestic.” The GPS coordinates of every target is known to them. They know when a weapon is being fired at a person on U.S. soil.
Under the U.S. Military code - every soldier has an obligation to follow the LAWFUL ORDERS of their commanding officer. They are required to refuse UNLAWFUL ORDERS.
The officers at Schriever Base issue daily orders to attack civilians on U.S. soil - an act of TREASON. They know the coordinates are on U.S. soil.
The Uniform Code of Military Justice Rule 916(d)
"It is a defense to any offense that the accused was acting pursuant to orders unless the accused knew the orders
to be unlawful or a person of ordinary sense and understanding would have known the orders to be unlawful."
Lockheed Martin Corporation
Targeted Justice has determined that the Lockheed GPS Block 3 satellites, meet the international legal definition for a WEAPON OF MASS DESTRUCTION (WMD). The operation of these satellites constitute a violation of the 1967 Outer Space Treaty, and the Convention on International Liability for Damage Caused by Space Objects, signed by the United States. These satellites are being used to track and torture millions of people, worldwide. The satellites are manufactured in Littleton, Colorado, close to Schriever Space Force Base. The Lockheed Martin Corporation has full liability for the use of these weapons on civilians, and has company offices onsite at Schriever Base.
Where to file a lawsuit against the United States for Treaty Violations?
International citizens - Any United States District Court has the authority to hear your case.
Targeted Justice recommends filing your case in Texas or Louisiana, where the 5th Circuit Court of Appeals presides. They are most likely to follow the U.S. Constitution & respect the Treaties.

RUSSIA or CHINA ?
We have no evidence that Russia or China is performing the microwave attacks on U.S. or European soil. The CIA admitted in one of their recent technical papers, that "no foreign power" is involved in the Havana Syndrome attacks. (This was basically a confession that the CIA is behind it.)
