Linkedin.com is a public website. The information is not free, however, it is available to anyone in the world. The profiles and information of many government employees were "scaped" from the website by a Professor at NYU. He has not been arrested or charged with a crime.

Government cannot punish speech unless it is intended to incite “imminent lawless action,” and is "likely to produce such action."

Mere advocacy of a future, potential crime, is not a crime. It is Free Speech.
The use of Public Records is not Doxing. Doxing involves the use of Personally Identifying Information (PII) that is private and confidential. The use of Public Records is Free Speech, including:

Watts was convicted of a federal charge of making a threat against then-President Lyndon Johnson. His conviction was overturned, and ruled as protected speech based on the Watts Factors.

The three factors identified by the Court include:
1. the context of the statement or statements in question;
2. the reaction of the recipient or listeners; and
3. whether the threat was conditional.
